Blue Strike led the development of Scranton's inaugural Sustainability & Climate Action Plan (SCAP). Building on the foundational work established in 2022 through the Local Climate Action Plan Program—a partnership between the Pennsylvania Department of Environmental Protection and Penn State University—this initiative actively engaged the community in creating strategies to reduce greenhouse gases, mitigate climate impacts, adapt to changes, and enhance carbon sequestration.

The SCAP prioritized equitable climate and resilience actions, featuring detailed implementation and accountability frameworks to guide Scranton's climate strategy in the coming years. This comprehensive plan served as a vital resource for town staff, elected officials, and residents, equipping them with the tools and confidence needed to achieve carbon neutrality. As part of this work, Blue Strike:

  • Reviewed and summarized existing initiatives

  • Engaged with the community through a survey and two public meetings

  • Collaborated with City Council and Steering Committee members

  • Reviewed and updated the greenhouse gas (GHG) inventory

  • Provided historical and projected levels of GHG emissions

  • Guided the city in selecting GHG reduction targets

  • Developed a list of prioritized GHG reduction measures

  • Created a monitoring and reporting framework

  • Developed a comprehensive implementation plan
